The recruitment of applications for the fourth edition of the Moje Prąd program, i.e. a subsidy system for people generating electricity for their own needs, is underway. What conditions must be met and how much can you gain? All details are provided below!

My Electricity 4.0 – amount of funding

First of all, and most importantly: how much can you gain by applying for funding for an investment in a photovoltaic installation ? The maximum amount is PLN 31,000. PLN, but it consists of several additional payments, the payment of which depends on the type and quantity of purchased components. The individual amounts add up, ultimately giving the above-mentioned PLN 31,000. zloty. Here are the components of the subsidy:

  • for PV micro-installations up to 50% of eligible costs, not more than PLN 7,000 zloty;
  • for energy storage up to 50% of eligible costs, no more than PLN 16,000 zloty;
  • for heat storage facilities up to 50% of eligible costs, not more than PLN 5,000 zloty;
  • to the EMS/HEMS system up to 50% of eligible costs, no more than PLN 3,000 zloty.

If only PV micro-installations are submitted for co-financing, the co-financing amount will be up to 50% of eligible costs, not more than PLN 6,000. zloty.

To sum up: if we build a photovoltaic installation in the basic variant, composed only of the most necessary components, we will obtain up to PLN 6,000. zloty. By equipping it with charging regulators , we can count on a maximum of 7 + 3 thousand. PLN, a set with energy storage costs up to 7 + 3 + 16 thousand. zloty .

My Current 4.0 – for whom?

Solar farm - photovoltaic panels placed on the ground The fourth edition of the Moje Prąd program is intended for people who settle accounts for the electricity produced in the value system (net-billing) and those who settle accounts in the quantity system (net-metering) and who have not yet benefited from this form of subsidy. Switching to a valuable settlement system is a necessary condition to benefit from the subsidy, even if you joined the network before April 1, 2022.

We refer all those who believe that the change in the method of accounting for energy produced and fed into the grid was to the loss of prosumers to read our article: " Is photovoltaics still profitable? " explaining the essence of this change. It is easy to convince yourself that fears about loss of profitability are unfounded , especially if you intend to expand the installation with an energy storage facility.

Surcharges for users switching from net-metering to net-billing are slightly different, specifically as follows:

  • for a PV micro-installation for which at least one additional element indicated in the points below will be purchased and installed, up to 50% of eligible costs (included in the already paid application), no more than PLN 3,000. zloty;
  • for energy storage up to 50% of eligible costs, not more than PLN 16,000 zloty;
  • for heat storage facilities up to 50% of eligible costs, not more than PLN 5,000 zloty;
  • to the EMS/HEMS system up to 50% of eligible costs, no more than PLN 3,000 zloty.

For people who have submitted an application only for PV micro-installations, it will be possible to submit a supplementary application for co-financing for additional elements increasing self-consumption of electricity without the need to withdraw the application already submitted.

My Current 4.0 – application

Solar farm And speaking of applications... The new form is valid from December 15, 2022 (however, applications could be submitted from mid-April), the deadline for submitting applications is the end of March 2023 (after extending the original deadline set for December 22, 2022). It's better not to wait until the last minute in case corrections are necessary. The pool of money allocated for the implementation of the fourth round of the program is also not a bottomless bag - in the event of an excess of applications, the date of submission will be decisive, so it is better to do it before others.

For applications that have already been paid, the eligible costs will be recalculated in relation to the new level of funding and if an increased level of funding is available (according to the formula: up to 50% of eligible costs), the difference between the subsidy received and the subsidy that the applicant would receive after the change in the level of funding will be paid.

The implementation of accepted and approved applications will begin on April 15, 2023. Just in time for the start of the sunny season!

My Electricity 4.0 for companies

All the above information applies to natural persons, i.e. private individual users who produce energy for their own households using installations with a capacity of 2 to 10 kWp. What about companies? Can they also count on funding for the construction, expansion or modernization of a photovoltaic installation?

Capacious electricity storage and windmills Yes, although not as part of the Moje Prąd program - a more comprehensive solution called Energia Plus is provided for entrepreneurs , part of which is co-financing of photovoltaic installations. The types of projects covered by the Energia Plus program include "implemented in an existing enterprise/plant, concerning the construction or reconstruction of generating units with their connection to the distribution/transmission network, in which energy from renewable sources is used to produce energy." The rules are, of course, different than for individual users.

Applications for funding should be submitted from February 1, 2023 to December 13, 2024 (or until the allocated funds are exhausted). It is worth emphasizing that applications are submitted only in electronic form, via the Funding Application Generator (GWD), which is an advantageous form because it allows you to skip the queue at the office. To send an application, you must create an account and log in to the website of the National Fund for Environmental Protection and Water Management (National Fund for Environmental Protection and Water Management) and select the appropriate priority program.

Financing from this program is provided in the form of a loan. Under the program, a beneficiary can receive a loan in the amount of PLN 500,000. up to PLN 500 million , but not more than 85% of eligible costs:

  • on preferential terms: WIBOR 3M + 50 bps, not less than 1.5% per annum,
  • on market conditions (the loan does not constitute public aid): interest rate at the level of the reference rate determined in accordance with the European Commission's communication on changing the method of determining reference and discount rates.

Commercial electricity storage

Projects implemented in the "project finance" formula require the beneficiary to cover at least 15% of the eligible investment costs from their own funds , contributed in the form of a share of the share capital covered by a cash contribution.

Under the program, you can obtain a loan for a period not exceeding 15 years, counted from the date of planned payment of the first tranche. It is also possible to write off part of the loan up to 10% of the amount paid , provided that this value does not exceed PLN 1 million.

Each application submitted under the Energy Plus priority program is assessed according to the following criteria:

  • access – related to meeting general guidelines (formalities);
  • qualitative (point and permitting) – related to the degree of implementation of ecological goals;
  • horizontal (optional) – related to ecological benefits in a broader perspective.

The minimum level required for a positive assessment of the application is 60% of the possible points. Failure to meet any of the criteria (0 points) results in rejection of the application.

The funds that can be obtained by investing in photovoltaics are significant. The amounts offered certainly make it easier to make a decision, making it less impactful for the home or company budget. Investing in electricity from the sun will pay off over time and start earning money, but the sooner it happens, the better, right?
